The Master Planner
Doctor Octopus hired a group of petty thugs to serve him under the title of the "Master Planner" and used them to steal the funds to appropriate his research as well as the isotope ISO-36.
Unfortunately for Octavius, ISO-36 was the only thing that could cure May Parker, so Spider-Man tracked him down to his undersea lair. Spider-Man was startled to discover that Octavius was the Master Planner, and in the ensuing battle breached the walls to the sanctuary. Octavius fled, but with superhuman effort, Spider-Man managed to save himself.
